Cairo 16 August 2026 – New Administrative Capital
Dr. Mahmoud Esmat, Egypt’s Minister of Electricity and Renewable Energy, met with a delegation from the Renergy Group consortium to review progress on an integrated renewable and clean energy project that includes a solar power plant alongside a pumped-storage hydroelectric station in the El Tor area of the Sinai Peninsula.
The Delegation
The consortium delegation included Renergy Group Partners – lead project developer, Green Tech Egypt – local technical partner, Madkour and Andritz Hydro Power.
The delegation was led by Dutch chairman Robert Valk, project initiator and sponsor of the El-Tor Mega Scale Green Power and Pumped Storage project, and founder of Renergy Group, and Dr. Mostafa Madkour, chairman of Madkour Group. Anditz Hydropower was represented by the Managing Director Mr. Gerhard Kriegel from Austria. On the ministry side, the meeting was attended by Dr. Ahmed Meheina, Head of the Strategic Planning and Performance Evaluation Sector at the Ministry of Electricity, and Eng. Adel El-Hariry, Managing Director for Studies at the Egyptian Electricity Transmission Company.
Key Discussion Points
The meeting reviewed the findings of a joint study conducted by the consortium together with the ministry’s working team, and assessed how the project aligns with the electricity sector’s strategy of increasing the share of renewables in the national energy mix. Discussions also covered:
- A comprehensive project presentation outlining available implementation scenarios
- The project’s technical and financial feasibility study
- The technology to be used at the pumped-storage station and its integration with the national grid
- The scale of required investment and the local content ratio
- The project’s total generation capacity, to be delivered in two phases with a combined capacity of 3.1 gigawatts with 250GWh Pumped Storage capacity.
- Fast track schedule to execute the project
Minister’s Remarks
Dr. Mahmoud Esmat affirmed that the ministry is working within the framework of Egypt’s national energy transition plan, noting that expanding renewable energy projects is one of the ministry’s core priorities in reducing reliance on fossil fuels. He pointed to pumped-storage hydroelectric projects, alongside the battery energy storage systems added to the national grid over the past two years, as key pillars for securing the unified electricity grid and ensuring the stability and continuity of power supply.
Dr. Mahmoud Esmat stated that the Ministry’s work programme rests on several pillars, in line with the State’s energy transformation strategy. He added that one of the most important pillars is the expansion and promotion of renewable energy projects, along with reducing the use of fossil fuels. He highlighted the trend toward expanding energy storage stations through battery systems, which have been incorporated into the national electricity grid over the past two years.
He underlined the importance of advancing construction of the pumped-storage hydropower project in the El Tor area of South Sinai, so that the electrical system integrates all generation sources and the safety measures needed for a unified grid, thereby ensuring the stability and continuity of the electricity supply. He explained the work carried out to leverage the area’s geographic features and maximize their profitability, particularly in water pumping and storage for electricity generation, as well as the sound management and investment in these energy sources to improve energy sustainability and provide clean and secure energy solutions. He praised the efforts of the partners and the success of the private sector, both domestic and foreign, within the framework of the national energy strategy.
Renergy Group Partners is working in partnership with the Ministry of Electricity and Renewable Energy and local stakeholders.
